If he intended for Gohan to behe guy, they wouldn't have continued S. they would have spun off into a new chapter after Cell, a new series where that was clearly established over leaving Gokus proverbial door always open. Goku was the star, the money maker, the hero, and the face of the franchise. It's like taking Pikachu from Pokemon

In my opinion, AT could have made a spin-off manga, and eliminated certain characters, like Vegeta. Gohan and Vegeta doesn't exactly mix. Never has. It would have been weird without Goku.
